Mayor Kay Meadows' speech for CAG's Community Picket Training Day says Banco's plans breach Yarra's new controls, and calls on Planning Minister Hull's Panel to address the proposals height, bulk and amenity issues.
'Thank you for inviting me to speak on this important issue. Both Yarra City Council and the community want a positive development outcome for Smith Street. Council recently wrote to the Chairperson of the Priority Development Panel (Ms Jane Monk) for the Banco development to outline our agreement with the Panel's verbal direction, at the end of the Panel Hearing on 5 October that four issues still needed to be addressed. These are height; bulk; façade treatment along Smith Street; and internal amenity. Council agrees that these four issues are of critical importance to the Yarra community and need further work by the applicant. The proposed development is still too high and does not adequately reflect Council's endorsed position set out in its Design and Development overlay for the precinct. Council has also raised concerns to the Panel about the withdrawal of Professor Kim Dovey from the discussion between experts. Council has invested more than 18 months of resources, consultation and negotiation around the 'Banco' development to reach its current position, and we want to ensure that the four key issues are adequately addressed.'
